Essentially... yes. The origional quake scene is pretty much on its last
leg. Quake 2 allows so much more in ways of map design that people just
aren't interested in Quake anymore. It'll still be a while tho before Quake
is just a distant memory like doom is now, so there's no need to worry
quite yet, but if your 'just getting into editing' like you say, then you
may as well start with Quake 2.
