i think this should pretty much do it.

netname: our_fake_goal
goal_no: 1
group_no: 1
goal_activation: 1
goal_effects: 2
team_no: 1       (this would make it the blue team goal)
items_allowed : 2 (this should be set to the goal_no assighned to the
'flag' that the team is picking up.)
count : 10 (point awarded for capturing)
restore_goal_no : 2 (this is what returns the flag to its spot.)
