No, that's not at all the kind of blurring we're talking about. 
"Texture blurring" is when the bottom 1/4 to 1/2 of your screen suddenly
goes all strange and incorrectly displayed, often to the point of being
nearly solid-shaded, and has nothing whatsoever to do with the actual
textures present.  It's "just one of those things" that exist to drive
map makers up the wall trying to figure out WTF is going on.  If you
haven't seen it before, I can email you a screenshot illustrating it.
