Yes.. I go up to about 80% finished before I move on
to the next area. This also simplifies finding leaks, since
the outer walls are complete. Areas with lots of angled polygons
I don't bother aligning until I have the shape just right.
During the process of testing, lighting, I think of details to add,
and add them in, change the odd texture/brush, etc.
Try to get any special entities working properly before
moving on.

Yes, but I generally use Duplicate, since this brush will be very
similar. Do this with walls too!

I consider r_speeds when I first imagine how the level
should look. During building I check it now & then to
make sure there are no problem areas, so no work
is wasted. Nature-type outdoor areas are always complex
and must be continually checked.

In software mode, you can set the video so you can see
each individual triangle drawn. This technique can easily
cut the number of triangles drawn in half. You may not 
notice this on a P2 in single player, but you sure will on
a slower P1 when there are 8 players in the same room.

I've downloaded & installed just about every GL-related
driver/package I could find... GQ 2.34 works well enough
for me, crashes maybe once or twice a week.
I =LOVE= how it saves your level first when it crashes!
I've lost count how many times it has saved my ass.
