Your problem here is your connection speed.  28.8K is going to bog down when
more than two people try to talk through it at the same time.  All those
servers that have multiple players on them are running on T-1 lines on an
internet backbone, and while you're connection to them is 28.8K, you're the
/only/ one passing through your connection.  Now, when you're acting as a
server for others at 28.8K, then every one of them is talking through that
single connection /except/ you. Now with three other players, that means
each one of them gets one third the bandwidth you experience when you talk
to a main server.  Not to mention you're probably talking through a provider
who may be heavily overburdened as well, meaning they've got their own
bottlenecks that just aren't good for pushing high bandwidth through a 28.8
connection.

In short, there really isn't a lot you can do about it.  You can tweak some
things here and there and improve the performance a little, but overall your
performance is going to remain substandard.  Find another place to put your
server machine with more bandwidth if you can, that's all I can think to
suggest.
