    You can do water currents (only tried it for quake2) in the texture
properties menu.  I don't know if this is the best way to do it, but it
works.  Use the current_90 or other current selections to give the direction
of current you want, then content water, translucent, warp, trans33(or
trans66) and flowing.  those worked for me but not all of that was likely
required to make it work.  If the texture flows in a different direction
than the current, you can angle the texture with the angle box and it will
work fine.

    Use the trigger_push entity for the wind tunnels.  And for water
currents, I believe that's a flag you set.
