This sounds like a connection/ISP problem.  With a 28.8 connection my
pings are typically in the high 200's to low 300's (i'm in Calif,
server is in Kansas).  This is very playable at that ping.  It only
really becomes unplayable once you get over 400-500.

If you can, try and play on a friend's computer and see how their
connection is.  I've tried with different ISPs over the same phoneline
and pc and gotten very different results.  Also keep trying to find
different servers and maybe you can find one that is playable for you.

You can also check with some of your local computer shops and ask the
people who work there if they know of any local servers in your city.
Many of the people either know of some, or run some themselves.
