This could possibly be improved by looking at a few things with your Network
settings and your Q2 settings.   Did you go to Brett Jacob's site and use
the tweaked Q2start.bat file? http://www.voodooextreme/3fingers   You may
need to turn off a lot of things to help that ping out.  cl_dynamic "0"
lighting is one that comes to mind.  Also cl_particles "0", I run with that
one turned off always.  I can still play pretty well without seeing RG and
RL trails coming at me.  I just listen now and look around a lot.

You can also check about your modem and network settings also.  You
shouldn't have any bindings for network except for TCP/IP.

Also, what speed are you connecting at?   33.6k? This should work fine.  I
have a 56K flex now, but started out on a 33.6, it ran fine for the most
part.  56K doesn't necessarily bring your ping down all that much.  I have
heard people say it has dramatically improved their ping and others that say
it made no difference.  I am in the middle of the road on that one, it made
some difference.

I think you can improve your ping on servers if you do some research and run
some tweaks.  I had a lesser system than you currently have and was getting
far better playability.  I have since upgraded and don't have some of those
problems anymore, but still run most of the tweaks.

ISDN will greatly improve your ping.  A graphics excelerator will bring its
own set of problems to gameplay.  You must set your cl_maxfps to a level
that is playable during a heavy firefight (usually around 30) or your ping
will go sky high.  The hyperblaster almost always causes an enormous ping
and dropped packets, so be aware of that one.  If you aren't aware of this,
you usually get locked up and wake up dead with a blaster in your hand
standing on a respawn point. : )

I am not aware of whether GTE is a good ISP or not.  I use a regional ISP
down here in the Southeastern US and they have been very good.  I have hung
in there with all of their upgrades and they just continue to improve.  You
may want to search around and find another ISP if your problems are due to
their service.  You can most likely call around and get trial access to see
how their systems handle gameplay (tell them exactly what you are doing and
tell them you want a free trial)  they usually will be happy to let you do
that.
