Launch Quake2 in dedicated mode, there, you're a server!  Wanna' spice it up, download the newest Lithium MOD, or ServerConfig MOD, or the Orange MOD.  If you're running a game for local players, and not intending on running a full time, full blown Quake2 server, then that's all you need to do.
